Each round has two stages.

Stage One: Public voting. Top 3 vote recipients go to stage two.

Stage Two: Judging panel votes. There are three judges with one backup. Each judge has one vote. Plus, top vote recipient gets one vote for a total of four votes. In the event of a tie, the back-up judge would break the tie.

Hope that explains it.
